Business Owners: What You Need to Do to Support the Bill Lottery

If you run a shop or business, your customers are now asking for something new: a real, properly issued bill, every time. Here's what that means for you in practice.

Make sure your billing is done through a system that's actually registered with IRD, showing your own PAN and a genuine serial number on every bill you hand over. An informal handwritten slip doesn't count for your customer, and refusing to issue a bill at all can expose you to penalties separately from this program.

If you accept QR or digital payments, check whether your point-of-sale is connected to IRD's central billing system — being connected means your customers' purchases enter the program automatically, which is itself a selling point worth mentioning to customers who now actively seek it out.

Supporting this program well is quickly becoming part of ordinary good business practice in Nepal, not just a compliance checkbox — customers are increasingly choosing where to shop partly based on whether they'll get a real bill.
