The Taxpayer Incentive Gift Program wasn't a standalone idea — it was announced as part of the national budget for fiscal year 2083/84, alongside other measures aimed at widening Nepal's tax base.
The underlying problem it's designed to solve is a familiar one: a large share of everyday cash transactions in Nepal happen without a real bill ever being issued, which keeps that economic activity outside the tax system entirely, not just under-taxed.
The program's logic is simple — give ordinary consumers a personal, immediate reason (a shot at a cash prize) to insist on a genuine bill every time they pay in cash, rather than relying only on enforcement against sellers.
Whether it succeeds is ultimately a question for tax administrators to measure over time, but the early volume of registered bills suggests it's at least succeeding at getting people's attention.
