VAT bill vs PAN bill
Shops in Nepal often print either a VAT bill or a PAN bill. Both can be valid program invoices when they are issued through a registered billing system and show the seller's PAN and a clear bill number.

What is a VAT bill?
A VAT bill is issued by a VAT-registered seller. It usually shows VAT breakdown, the seller's VAT/PAN details, and a sequential invoice number from a registered billing system.
What is a PAN bill?
A PAN bill is issued by a seller who bills under PAN (often smaller traders). It should still show the seller's PAN, bill number, date, and amount — even if VAT is not itemized the same way.
Does the label matter for the lottery?
For this program, what matters is a genuine registered invoice — not the marketing label on the paper. Informal handwritten slips and estimates do not qualify, whether or not someone wrote "VAT" on them.
How to tell quickly
Check for seller name, seller PAN, bill/invoice number, date, and total. If those are missing or the slip looks handwritten outside a registered system, ask for a proper PAN/VAT bill before you leave.
