How to create a personal PAN

To join the Taxpayer Incentive Gift Program at prize.ird.gov.np, you need a PAN (Permanent Account Number) registered in your own name — not a business PAN. Here's exactly how to check for one, apply, and get it activated.

What is a PAN?

A PAN is a unique 9-digit number issued by the Inland Revenue Department (IRD) to identify taxpayers. It never expires, costs nothing to obtain, and is required for bank accounts, tax filing, and — since 2026 — registering for the government's cash-bill incentive scheme.

Personal PAN vs. business PAN

The incentive program only accepts a personal PAN registered under your own name as a citizen. A PAN registered to a business or shop — even one you own — cannot be used to sign up or claim a prize; you need a separate personal PAN.

Check whether you already have a PAN

Most working adults already have one. Check old tax receipts, a bank KYC form, or your citizenship documents for a 9-digit PAN before applying for a new one.

Apply online at the Taxpayer Portal or via the Nagarik App

Go to taxpayerportal.ird.gov.np (or the government's Nagarik App), choose "individual" as the taxpayer type, fill in your citizenship details, upload your documents, and select the Inland Revenue Office nearest you.

Visit that office once for biometric verification

Applying online doesn't finish the process — you must visit your chosen office in person, with your original citizenship certificate, for a photo and fingerprint scan. Your PAN stays inactive until you complete this step.

Receive your PAN and use it on the incentive portal

Registration is free. Your 9-digit PAN arrives by SMS or email, usually within 1-3 working days, and can be downloaded as an e-PAN certificate — this is the number you'll enter when you open your account on prize.ird.gov.np.

Don't confuse the two PANs

A bill only shows the seller's business PAN. Your own personal PAN is separate and is only needed later, when you register a bill or create your account — never mix the two up.
